In some cultures of the world, for example, Southeast Asian cultures, it is a sign of disrespect to speak openly in a group of people. Therefore, it may be difficult to get these team members to participate at a level needed by the team.
Others in the team should speak to these members and help them understand the importance of their contributions and the need for them to participate more in team discussions.
Have patience with these members, because strongly held belief systems are not changed easily.
